The BIHAR project places minority language communities undergoing revitalization at the center, focusing on the discourses or narratives used for language revitalization. This project, presented after two years of preparatory work, has been structured into three phases: an international-level diagnosis, a socialization process across the Basque Country, and the International Congress to be held from September 23 to 26, 2026.

Various organizations have taken part in this project: Soziolinguistika Klusterra, Taupa Euskaltzaleen Mugimendua, the Plazara collective, and the Garabide Association.
